Mary Kyle elected chair; trustees pick stakeholder representatives for Measure P

The San Rafael Board of Library Trustees completed leadership selections and stakeholder appointments on Jan. 13 as it prepares for community engagement on the Measure P library-and-community-center project.
The board moved to appoint Mary Kyle as chair and Sunny Lee as vice chair for 2026; both appointments were approved by roll call with trustees recording "Aye." The board noted the typical succession and tenure-based recommendation for the positions.
Staff described a Measure P community-stakeholder committee that will include seven representatives — one each from the library board, the park & rec commission, the library foundation, friends of the library, a senior citizens organization, San Rafael City Schools and the Chamber of Commerce — and said the group will meet multiple times during the project’s initial design phase to provide feedback on site layout, massing and program.
After nominations the board voted to appoint 'Larry' as the library board’s primary representative to the Albert Park stakeholder committee (motion passed according to roll-call results recorded in the meeting) and then appointed Trustee Lee as the alternate representative.
Trustees said the stakeholder committee is intended to be nimble (not a Brown Act public board) and that alternates should be kept informed of decisions and briefed between meetings. Staff said the project manager and subsequent community-engagement schedule will be brought back to the full library board for additional opportunities to weigh in.
