Board approves salary changes to implement AFSCME work agreement

The Utility Services Board on Jan. 12 approved resolution 2026-03 to adopt salary changes for appointed and AFSCME-represented utility employees following administrative negotiations with the AFSCME union.
Audrey Brittingham, the city attorney assigned to the Human Resources department, told the board the administration completed negotiations with AFSCME late last year and that the proposed revisions to the salary ordinance will be presented for second reading next week. She said, "Per Indiana code, the USB has to set the, salaries for utilities employees," and asked the board to approve the changes that effectuate the updated AFSCME work agreement.
The board moved, seconded and approved the resolution in a single vote with no recorded opposition. Brittingham offered to answer questions; none were raised during the meeting.
The action implements terms negotiated between the administration and the union; Brittingham said the ordinance revision is the administrative step to align salaried positions with the new agreement.
