The Charleston County Historic Preservation Commission on Jan. 21 heard a staff report on SB DV 7250350, a proposal to split one existing lot on Shingle Creek Road on Edisto Island into two parcels.
County staff told the commission the property (TMS 029-00-00-018340) is zoned AGR and that the proposal does not change the building footprint. The presentation noted the site lies within a historic property buffer and included maps of flood zones, aerial photos and the applicable zoning and cultural‑resources policies. Staff said 305 notification letters were mailed and that signs were posted; as of Jan. 19, 2026, staff reported no written public responses had been received.
During public comment a nearby resident said the split was for estate planning to provide property access for two adult children and asked the commission to consider the family’s request. A commissioner questioned a template error in the presentation that listed East Cooper instead of Edisto on the notification slide; staff acknowledged the presentation should be updated.
Under the county historic preservation ordinance, the commission does not approve or deny subdivisions but provides a consistency report for the Planning Commission. Commissioners recorded individual findings and the body concluded the application is consistent with the cultural resources element, citing CR 1 through CR 15. The Planning Commission is scheduled to hear the subdivision application at 2 p.m. on Feb. 9, 2026 in Council Chambers.
The commission’s report will be included in the Planning Commission packet; this consistency determination is advisory to the Planning Commission.
