Commission tables Cornerstone Commercial final plat over unresolved drainage engineering

The Andover Planning Commission voted to table the final plat for Cornerstone Commercial Second after staff and engineering testified that drainage issues remain unresolved and require more detailed analysis.

Engineering staff said the Cornerstone development has been phased for 15–20 years and that assumptions in older drainage studies need to be reconciled with current plans. “When we were looking at the drainage plans, there's just some some some stuff that we noticed … as this development is basically at the very upstream end of that watershed,” an engineering staff member said, and described the need to confirm conveyance capacity to existing retention ponds.

Staff noted the plat includes five lots and would retain B-3 retail and service zoning, but several staff comments from planning, engineering and fire remain open. Engineering emphasized the importance of analyzing how roughly 80% of flows from the eastern Basin B would be conveyed to the downstream ponds without adverse impacts to adjacent duplexes or the KMC property.

Given these unresolved technical matters, a commissioner moved to table the final plat until the applicant submits revised documents addressing the drainage concerns; the motion passed by voice vote.

Next steps: the applicant must submit revised drainage documentation and plans responding to engineering comments before the commission will forward its recommendation to the governing body.
