Council awards multiple maintenance contracts, approves IT and SCADA purchases

The Effingham City Council approved several maintenance contracts and technology purchases intended to support street, water and administrative operations.
Public works staff recommended awarding the 2025 concrete gutter replacement program to Precision Concrete, the low bidder, at $222,358.28, funded from the general fund. The council adopted Resolution No. 54‑2025 to accept the bid.
For pavement work, the council approved the hot‑and‑cold mix contract (Resolution No. 55‑2025). Effingham Asphalt was the sole bidder at $50,625, and staff recommended acceptance from the general fund. The oil‑and‑chip program award (Resolution No. 56‑2025) went to Larry Harmon Trucking at $161,800; staff said the program is primarily general‑fund funded with supplemental contributions from the Water Fund, Central TIF, Outer Belt West TIF, Industrial TIF and Triangle Business District funds.
Water staff presented grouped quotes for FY2026 water treatment chemicals and recommended awarding eight separate contracts to the low bidders; staff said "the total of the awarded contracts is $298,331.60," to be paid from the water fund. Council adopted the awards.
On technology, staff recommended a Cogent, Inc. proposal to upgrade SCADA‑related computers, software and licensing at the water treatment plant for $31,284, funded from the water fund; council approved moving forward. Separately, the city’s BoardDocs agenda system was acquired by Diligent; staff said migration is required and explained costs: a prorated FY26 charge of $9,666.67 and an FY27 annual cost of $14,000 with a 6% annual increase thereafter. Funding will come from general, water, sewer and tourism funds; the council authorized proceeding with the migration.
Council voted to adopt the procurement recommendations and the resolutions awarding or approving the various contracts. Staff indicated these contracts are budgeted and essential to maintaining city infrastructure and operations.
