Heath council: new utility billing launch, security system for Public Works, and multiple board appointments

At its Jan. 13 meeting the Heath City Council approved several administrative and operational items, including a technology change, security procurement and volunteer appointments.
City Manager Alexander said the city will transition to a new utility billing and payment-services platform beginning Thursday, Jan. 15. Customers who pay by automatic credit-card draft must register a new account in the new portal before the Feb. 10 utility due date; customers who pay by online banking must update account numbers before Feb. 10. Alexander said staff will contact credit-card draft customers and provide assistance via text and email; customer service can be reached at (972) 771-6228, option 2.
Danny, staff presenting the Public Works building security scope, described a proposal to purchase and install Verkada cameras and an access-control system through Cloud Ingenuity. The total project cost presented was $104,696.32, and staff said this unbudgeted item will be funded from the 2023 bond fund. After questions about badge-reader locations and redundancy, the council approved the purchase and installation.
Following a short executive session conducted under Texas Government Code chapter 551, the council approved several appointments on motions from councilmembers. Changes included moving Jason Thompson to the Planning and Zoning Commission from the Architectural Review Board, promoting Lisa Reeves to full membership on the Architectural Review Board, appointing Joshua Smalls as an alternate to the Architectural Review Board, appointing Eileen O’Mara to the Take Area Appeals Panel and Tammy Escobedo to the PATH fundraising committee. Council thanked outgoing long-serving volunteer Harry Hinkle.
