Brighton council annexes 5.83 acres known as the James property; zoning review to follow

The Brighton City Council voted unanimously on Dec. 2 to approve the annexation of about 5.83 acres known in staff materials as the James property and completed the ordinancefirst reading to bring the parcel into city limits.
Senior planner and historic preservationist Emma Lane told the council the parcel is 100% contiguous with the city and has been so for more than three years, which qualifies it as an enclave under state annexation law. "Annexation is the first step in the land development process with the city," Lane said, listing zoning, site plan review and permits as subsequent steps.
Lane said staff reviewed the request against the land use and development code and the Colorado Revised Statutes, and recommended approval of the annexation eligibility resolution. Staff noted the comprehensive plan designates portions of the property for employment commercial and medium‑density residential uses; a separate zoning map amendment will come forward at a later hearing.
Applicant representatives were present but made no substantive additions during the public hearing. No members of the public signed up to comment. Council Member Green moved to approve the annexation resolution; the item passed 7–0 with one member absent. Council then approved the annexation ordinance on first reading by the same margin.
What happens next: City staff said zoning, detailed engineering studies and utility analyses will be required if the owner pursues development. The councilor a future hearingwill consider zoning map amendments and any annexation agreement that may accompany the project.
