Moore County sets Dec. 1 public hearings on multiple UDO amendments including wireless‑tower rules

The Moore County Board of Commissioners on Nov. 18 set public hearings for Dec. 1 on several proposed amendments to the Moore County Unified Development Ordinance (UDO).
Planning Director Ruth Peterson described three separate amendments. The Chapter 9 change would replace a requirement that two or more contiguous undersized lots "shall" be combined with an option so owners "may" combine lots rather than being required to do so; the planning board voted 8–0 to recommend consistency with the land‑use plan. Peterson said that would allow owners to build on existing nonconforming lots if they choose.
A second amendment to Chapter 8 would let wireless communication facilities on state‑owned land (Peterson cited a request for a FirstNet tower at the Samarkand Training Academy) be reviewed administratively rather than through a conditional rezoning legislative review. Peterson cited General Statute 160D‑913 to note the special rules for state land; the planning board voted 8–0 to recommend approval and the board set a public hearing.
A third amendment to Chapter 7 would remove "accessory manufactured home" and "manufactured home" from a prohibited‑uses list in the Highway Corridor Overlay District (Urban Transition subdistrict), allowing manufactured homes in those areas where single‑family dwellings are permitted. The planning board recommended that amendment 7–1.
Each amendment was moved, seconded and approved for a public hearing on Dec. 1. The hearings will provide an opportunity for public testimony and for staff to present recommended ordinance text and maps.
