Moore County calls quasi-judicial hearing for 68‑lot Hollygrove Pines subdivision

Planning Director Ruth Peterson told the board the application seeks approval for 68 lots on roughly 111.34 acres as part of parcel ID 13191, owned by Weyerhaeuser Forest Holdings Incorporated. Peterson said the subdivision review board met Oct. 28 and voted 7–0 to find the preliminary plat satisfied the Unified Development Ordinance (UDO) requirements and forwarded the application to the commissioners.
Peterson said staff can provide precise wetlands delineation shown on the preliminary plat and offered to supply a specific wetlands percentage on request. A commissioner asked whether the northern portion of the parcel would be split off if the subdivision is approved; Peterson confirmed the parcel straddles Holly Grove School Road and the northern portion would be subdivided into a separate parcel in that scenario.
A motion to call the quasi‑judicial hearing was moved and seconded and approved by voice vote. The hearing will allow evidentiary presentation and public testimony specific to the special‑use permit and preliminary plat.
The action does not itself approve development; it schedules the formal hearing required for adjudicating the special‑use permit request. The board may receive additional technical materials (wetlands delineations and plat detail) and sworn testimony at that hearing before making a final decision.
