Southern Pines, N.C. — Council approved a conditional rezoning and associated preliminary plat to convert a 2.7‑acre former golf‑course parcel near Country Club Drive into a six‑lot single‑family subdivision.
Planner James Broadwell explained the parcel would be rezoned from FRR (Facilities, Resources and Recreation) to RS‑1 conditional and is within walking distance of downtown. The applicant included conditions to preserve a 21‑foot undisturbed buffer at the rear of the property and to replant gaps in that buffer to meet UDO planting requirements after neighbors identified openings.
Applicant engineer Jeff Barzak told council the design uses per‑lot stormwater features (rain gardens/cisterns) and that the team worked with staff to preserve specimen trees where feasible. Residents asked the council to consider lowering the local speed limit from 35 to 25 mph near the site; Barzak said the applicant supports that request.
Council adopted findings of fact, approved the conditional RS‑1 rezoning (ZO‑6‑25) with applicant conditions, and approved the preliminary plat. Staff noted that site‑plan review will refine driveways and utilities to minimize tree impacts.
Next steps: Applicant will finalize site plans and coordinate tree protection measures with the town arborist and engineering department.
