Southern Pines, N.C. — Council voted Dec. 9 to approve a budget amendment enabling the town to subscribe to Urban SDK, a telematics data service the town says will supply continuous speed and traffic‑count information for local roads.
Town Engineer James Mickle described Urban SDK as a service that "aggregates telematics data from vehicles" and turns it into usable road‑level metrics. He said the town compared vendor outputs to older manual speed studies and found them to be within "plus or minus 1 to 2 miles an hour," which gave staff confidence in the data.
Parsons and Mickle told council the vendor offered a one‑time prorated bridge price of roughly $7,000 to cover the initial period through June 30, 2026; the current full annual subscription is about $16,042.50 thereafter. The contract is a three‑year agreement that qualifies as a budget amendment because the total exceeds the town's $50,000 threshold for multi‑year contracts.
Supporters said the software will reduce time police and staff spend on manual speed trailer studies and allow more targeted enforcement and planning use. Council voted to adopt Ordinance 31‑53 to implement the budget amendment; the motion carried by voice vote.
Next steps: Staff will complete onboarding, assign admin and viewer licenses, and return with proposed reporting or regular summary reports for council if desired.
