Exeter council approves Inkster Greenway IGA, sewer contract, event permit and 40-year PILOT for two affordable projects

Exeter City Council on July 7 approved several measures affecting infrastructure, events and affordable housing financing.
The council voted to authorize administration to enter into an intergovernmental agreement with Wayne County for construction and maintenance of an approximately 4–4.5-acre Greenway Trail in the city of Inkster, running from Justine Court West to Middlebelt Road and traversing the Inkster Valley Golf Course along the Lower Rouge River as part of Phase 3 of that corridor. The measure was introduced by the clerk and passed by voice vote.
Council also approved a contract with HMC LLC for Eastern Sewer Reconstruction. The packet lists the base contract amount as $495,925.91 and a 10% contingency of $49,592.59; the transcript records the total in an inconsistent format ("$545.518 and 50¢"). The council approved the motion by voice vote.
The council granted a permit for the sixth annual Inktown Riders Curran Bike Show, scheduled for Aug. 31, 2025, 12 p.m. to 8 p.m. at 3250 Middlebelt Road, Inkster. That item passed without discussion.
The body also considered a clerk’s office policy and procedure manual intended for internal clerk’s-office use and approved it by voice vote.
On a housing finance item, the council authorized a payment-in-lieu-of-taxes (PILOT) pilot for Parkside Estates and Denbigh Terrace, two multiple-family developments for low- and moderate-income residents described in the packet as to be financed under the State Housing Development Authority Act of 1966 (transcript citation: "PA 346"). The packet describes a service fee of $75,000 annually or 5% of shelter rents, whichever is greater. During discussion councilmembers questioned the pilot term: packet pages referenced 30 and 38 years while the presiding official asked to add a 40-year term under item E; after clarifying exchanges the council approved the pilot by voice vote.
All of the votes taken during new business were recorded in the transcript as voice votes with “aye/nay” and passed; individual roll-call tallies were not provided in the meeting record.
What’s next: Staff will proceed with implementing the approved IGA, executing the sewer contract and administratively managing the PILOT as directed; the meeting packet and staff follow-ups should provide implementation schedules and reporting requirements if required.
