Commissioners continue re-precincting orders after questions on process and split precincts

Devin Scroggins of the Madison County voter registration office briefed the commissioners on a completed re-precincting project that had been reviewed by census staff and returned to the Indiana Election Commission. He asked the board to approve two orders: renaming precincts and approving precinct boundary updates that accompany the re-precincting maps.

Several commissioners raised concerns that party representatives and other stakeholders had not been involved fully in the local process. Questions focused on administrative complexity — the creation of split precincts and many new ballot styles for cities such as Anderson and Pendleton — and whether the county could or should adopt the changes now or delay until less busy election cycles.

County counsel and staff discussed statute language, citing "3 dash 11 dash 1.5" and noting Indiana Code section referenced as "36 4 6 3," explaining the general rule that election districts should not cross precinct lines and the exceptions that can apply when districts are redrawn to equalize population. Counsel said redrawing a legislative district does not automatically create new precincts; the county must affirmatively act on precincts, and there can be litigation risk if precinct population imbalances are left unaddressed.

After deliberation, commissioners voted to continue the re-precincting item to allow broader input and additional review with elections staff and stakeholders. No final precinct boundary changes were adopted at the meeting.

Next steps: election office will coordinate additional outreach, consult further with the state election division, and return revised proposals to the commission in a subsequent meeting.
