Rush County hears plan to move dormant grant balances and continue Title IV‑E support

Commission staff asked the Rush County commissioners to approve continuation of the federal Title IV‑E program that provides partial reimbursement to the county public defender for representation in child‑in‑need‑of‑services cases. "It's a federal government program that provides Rush County Public Defender with a partial reimbursement to cover representation of the child in need of services cases," said Speaker 4 when presenting the request.

Staff also reported an additional appropriation for a CFDA 14.228 grant had been advertised in the paper. The meeting transcript includes a statement that the county was "awarded the 500,000," and later a larger figure appears in the transcript that is likely a transcription error; county staff confirmed they advertised the appropriation and circulated documentation to commissioners for review.

Commission staff described longstanding dormant grant balances dating back to 2016–2017 that the State Board of Accounts highlighted for cleanup. Speaker 2 said the county contacted prior grantees and most said they did not require refunding; staff prepared a resolution to move those dormant grant balances into County General to tidy accounting records. The resolution was moved and seconded and commissioners indicated assent during the meeting record.
