Council approves personnel reclassifications, appointments and LEAD program contract extensions

The Snohomish County Council approved a series of administrative actions Wednesday, including personnel reclassifications, board appointments and contract amendments for the LEAD program.
Cynthia Foley, council staff, described motion 26-019, which revises two positions in the Facilities and Fleet department. The classified architecture and construction manager position would change to a nonclassified management-exempt division manager with a pay-grade adjustment (listed in the staff report as 246 to 112); a nonclassified management-exempt special projects coordinator position would change to a classified represented position with a pay-grade adjustment (listed as 111 to 245). The changes were presented as effective Jan. 1, 2026. Councilmember Nehring moved approval and the motion passed by voice vote, 5–0.
The council approved nine appointments and reappointments across five boards and commissions, including four appointments to the Marine Resources Advisory Committee, two to the Evergreen State Fair Advisory Board, one to the Performance Audit Committee, one to the Children's Commission and one to the Arts Commission. Individual motions (for example, motion 25-551, motion 25-552, motion 25-553, motion 25-554, motion 25-550, motion 25-574, motion 25-577 and motion 25-578) were moved, seconded and approved by voice votes recorded as 5–0.
Staff also presented two contract amendments associated with the LEAD (Law Enforcement Assisted Diversion) program. The amendment for Purpose Dignity Action would extend that contract through June 30, 2026 and add $265,000; the amendment for Evergreen Recovery Center would extend through June 30, 2026 and add $835,000. Staff stated all funding is from grant sources and that the county prosecuting attorney's office serves as the program organizing agency and pass-through for funding. Council approved both amendments by a 5–0 voice vote.
Finally, the council set a public hearing on Ordinance 26-001 (an amendment to SCC 2.50.100 changing the ethics commission's minimum meeting frequency from two meetings per year to one) for Wednesday, Feb. 4 at 10:30 a.m.; that motion passed 5–0. No further substantive policy debate was recorded on these items at the meeting.
