Board approves implementation plan for African American Holistic Wellness Hub, names it for Supervisor Federal Glover

The Board of Supervisors voted unanimously on Aug. 12 to approve an implementation plan for an African American Holistic Wellness and Resource Hub and directed staff to proceed with immediate steps to launch the initiative.
Plan in brief: Office of Racial Equity & Social Justice staff presented a phased plan built on a feasibility study and thousands of community survey responses. The hub is conceived as a county'wide service network anchored by Black'led community based organizations working closely with county departments. Key components:
- Phase 1 (Sept'Dec 2025): establish a Transitional Community Advisory Body (TCAB); issue a Request for Qualifications for a lead agency to run the hub; release an RFP for rapid'response community services (mobile units, pop'ups); negotiate MOUs with county departments.
- Phase 2 (Jan 2026'Jun 2029): the lead agency would establish a 501(c)(3), hire an executive director and core staff, expand network capacity, and develop a 10'year sustainability plan.
- Phase 3 (post'June 2029): open an anchor physical site (recommended location: Antioch) and pursue ongoing diversified funding; the plan also outlines evaluation and participatory learning processes.
Funding and governance: The board previously allocated $7.5M; staff reported the seed fund stands at $7.9M. The proposed spending plan devotes roughly $3.75M to community'based service providers, $2.15M to the lead/implementation agency, and $2M reserved for initial anchor site renovations; staff recommended the county consider an annual ongoing allocation of $1.5M beginning FY 2029'30.
Naming and board action: Supervisor Chanel Scales Preston moved to approve the implementation plan and to name the hub for the late Supervisor Federal Glover; the motion was seconded and passed 5'00. The board also asked the equity committee to oversee the TCAB membership process and to return with any recommended MOUs and further budget direction.
