The Contra Costa County Board of Supervisors on Sept. 9 approved 2026 renewals for non‑PERS employee and retiree health benefits and accepted staff recommendations for open enrollment timing.
Anthony Phillip, presenting the item, said the county calculates the monthly subsidy at 80% of the second‑lowest priced non‑deductible HMO plan and that, with next year’s premium increases, the medical plan anchor will be CCHP Plan A. Phillip reported a Kaiser premium increase of about 9.7% and said roughly 81% of employees enrolled in non‑PERS medical plans will see the same or reduced employee contributions under the county subsidy calculation. He also said there are no increases for dental, life insurance, and the county vision plan for 2026.
Open enrollment for county employees and retirees was set for Oct. 13–30 to align with CalPERS scheduling. With board approval, staff may finalize contract renewals for 2026 and proceed with the open‑enrollment schedule.
