Effingham County board restructures committees, updates bylaws to permit statutorily allowed remote military participation

The Effingham County board approved a committee restructuring that will combine tax and finance and legislative personnel into an administrative committee of the whole, fold health and insurance into that new committee, and rename the building and grounds committee to the transportation infrastructure committee.
Board leadership said the changes are intended to reduce the number of committee meetings, increase efficiency and save roughly $18,000 annually in per diem and meeting costs. The change is scheduled to take effect January 1, 2026. Members discussed the potential for longer meetings at times and confirmed special meetings can still be called with statutory notice.
As part of the package, the board approved a bylaw amendment to add an exception phrase allowing participation 'as allowed by state statute.' The chair explained that the state legislature is about to add a military exception to the Open Meetings Act that would permit members on military duty to attend remotely; the board elected to add a catch‑all clause to avoid repeated bylaw updates when statutes change.
Board members asked that committee responsibilities be published and that representation for UCCI/SIRMA matters be considered in future appointments. The board approved the committee changes and the bylaw update by voice votes; the chair noted bylaws require a two‑thirds threshold but that the board's voice vote appeared unanimous and the board opted not to demand a roll call unless requested.
The board directed staff to update the website with committee descriptions and to publish the new meeting schedule to department heads.
