Campground owner asks county to clarify historic easements affecting Rome property

Mark Lynch, identified in the meeting as representing Camp Rome, asked the Perry County commissioners to help resolve a complicated chain-of-title and easement situation affecting a 7.2-acre campground parcel that overlays a former town plat.

Lynch said several unconnected original lots and alleyways recorded on old plats create easement strips across the property that the health department is treating as required conveyances for utility and septic installations. He said the owner holds deeded title to the lots but had not been informed of the easements when purchasing the land. "The health department has asked us to figure out a way to deal with the easements that are throughout the campground currently," Lynch said, and requested county help identifying who holds the easements or whether the county has any ownership interest in the roadway/utility strips.

County officials said the county attorney will contact the owner's surveyor and review historic plats to determine whether the county holds title to the strips or whether legal conveyances are required. Commissioners asked Lynch to provide contact information and the county's attorney to follow up with surveyors and report back to the board.
