Morrow County commissioners approved a package of routine and grant-related measures at their Nov. 1 meeting, including appropriations for county projects, transfers for Job and Family Services and a resolution allowing the county engineer to apply for a local transportation improvement program.
The board recorded roll-call votes approving a consent item referenced in the meeting as "Crystal Bill number 1 through 01/2022," and then moved to the financial items. Commissioners voted to appropriate certified moneys for fund 4190 (described in the discussion as a gas pipeline project), to appropriate unappropriated certified money for the JFS public assistance fund, and to allocate certified money to the fund identified in the transcript as the "solar water fund." Each of those motions was seconded and carried with affirmative roll-call votes from Mason, Abraham and Siegfried.
The commissioners also approved a transfer of funds for Job and Family Services (ESEA) and adopted a motion authorizing JFS Assistant Director Kelly Ballard to sign documents in the absence of Executive Director Sunday Brown and the transit director. The authorization was presented to ensure continuity of signatory authority within the department; it passed by roll call.
In a separate resolution, the board authorized Bart Denison, identified in the discussion as Morrow County Engineer, to prepare and submit an application to participate in the local public works/local transportation improvement program and to execute contracts as necessary. The resolution was moved, seconded and approved by roll call.
County staff and commissioners framed several of these items as tied to state or grant-funded programs. A county representative stated the demolition-related grant money discussed later in the meeting is "100% grant funded money" and thus requires no local match. The meeting closed routine business and proceeded to community updates.
The board recessed shortly after and later returned to regular session before adjourning for the day.
