The Lucas City Council on Sept. 4, 2025, voted unanimously to approve an SUP allowing an accessory dwelling unit (ADU) at 2450 Westchester Drive.
Development Services Director Joe Hilburn explained the property is zoned R‑1 and that the proposed ADU (1,499 square feet) fits city rules when approved by a Specific Use Permit. Hilburn said the Planning and Zoning Commission recommended approval on Aug. 14, 2025, and that staff and neighbors who submitted emails were in support. He noted a packet error that incorrectly listed the lot as R‑2; the record was corrected to R‑1.
The council approved Ordinance No. 2025‑09‑01023 with the stipulation that no exterior lighting be permitted on the south or west sides of the ADU. Council recorded no public speakers during the hearing; several adjacent neighbors had submitted supportive emails that staff summarized at the meeting.
The ordinance allows the Ray family (Christopher and Mary Anne Ray) to build a detached accessory dwelling consistent with the city’s accessory structure limits and impervious-coverage standards.
