Council updates municipal code to clarify enforcement, snow and noise rules

The North Logan City Council on Dec. 10 approved ordinance amendments that clarify several municipal code sections related to nuisances and code enforcement, aiming to make enforcement clearer and more enforceable in practice.

Scott Bennett summarized the changes that staff drafted after increased enforcement using a part-time code officer. Key clarifications include limiting courtesy notices to one per year for a given violation before a citation can be issued, providing a minimum 14 days to correct violations (with officer discretion for scale/scope), allowing on-site storage of construction materials only when a valid building permit exists and limiting that storage to typical project durations (nine months), and making snow-storage rules explicit so snow must be kept on the same side of the street as removal to avoid berms in the roadway.

On noise, staff added objective guidance, including a decibel chart and confirmation that the code officer has a decibel meter that can be used at a complaint location. “Noise is hard to… enforce, but we wanted to have a little bit more in there just so that it’s more objective,” Scott said.

Motion to approve the ordinance was moved by Buzzy and seconded by Emily; the council approved the ordinance by voice vote.

The amendments are intended to align longstanding procedural expectations with explicit code language so that officers can reference clear code sections when issuing citations.
