Commissioners and staff discussed wording changes to improve clarity and draftability: using the full body name “Emigration Canyon City Council” on first reference; changing “citizens” to “residents”; replacing vague headings such as “site setback requirements” with “site/building setback requirements” or specifying “structure” vs. “building”; and adding waiver language for difficult topography. Staff agreed to produce final redlines and ensure municipal‑code formatting before the council packet is prepared.
Commissioner discussion also covered cross‑references to existing sections (for example, adopting building‑height limits by reference to section 19.60.150 rather than duplicating the text), whether certain educational facilities should be conditional uses, and how GIS/zoning maps should better distinguish multiple FR (Forest and Recreation) zone subtypes (colors or hatching).
After agreeing to several edits and staff formatting, the commission voted unanimously to recommend adoption of the revised chapter 19.24 and related code updates, subject to those final edits. Staff will coordinate with the City Attorney’s Office to prepare a redlined ordinance for council consideration and will send updated commercial‑zone materials and policy questions to commissioners ahead of a potential work session.
