Riverside County oversight board elects Russ Martin chair, Topher Taylor vice chair

The Countywide Oversight Board elected Russ Martin as chair and Topher Taylor as vice chair and accepted thanks to a departing chair. The board also approved meeting minutes. The leadership changes typically take effect at the next meeting, the clerk said.
