Commissioners approve Magellan Pipeline valve site conditional‑use permit

Pipestone County commissioners on Oct. 8 approved a conditional‑use permit for a Magellan Pipeline valve site after county staff presented the application and the planning commission recommended approval following a Sept. 24 public hearing.

County staff described the valve site as a roughly 50‑by‑50 fenced area with above‑ground piping and a control panel connected to a reroute on the northeastern corner of the affected area. "They said there would be security also. So there'll be cameras and other lighting," staff said.

Commissioners asked whether fenced, above‑ground valves represent a new engineering specification for Magellan and whether locating valves on private property requires local permitting separate from any Public Utilities Commission (PUC) approvals. Staff said the valve will be located on private property under a perpetual easement and that the county reviews these installations through a conditional‑use permit process for essential services to provide public notice and an opportunity for neighbor comment; they also noted Magellan may return with applications for additional valves once easements and routing are finalized.

A recorded procedural note in the meeting: "Motion by Luke, seconded by Dan," and the motion carried. The board approved the conditional‑use permit and asked staff to follow up on easement and routing details as the company moves forward.
