Angels Camp authorizes Geocon to prepare EPA grant application for Raspberry properties

The Angels Camp City Council voted Sept. 16 to authorize an expenditure of up to $7,900 to hire Geocon to prepare a U.S. Environmental Protection Agency grant application to evaluate the Raspberry properties and develop a remediation plan.
Staff described the site as potentially containing hazardous-material conditions that limit its current use; the proposed Geocon work would prepare and submit a grant application and provide the technical groundwork (testing and cost estimates) needed to pursue EPA cleanup funding. Council members asked whether grant funds could reimburse city costs and discussed options to protect the city’s investment, including seeking a landowner agreement to place a lien on the property or arranging for the owner to donate the parcel if remediation is pursued.
Staff and council acknowledged the grant process is competitive and could be multiyear; the vote authorized the grant-application expenditure with direction to pursue landowner protection measures as feasible. Staff noted some cleanup grants require a government entity applicant, and the study may reveal a range of cleanup options and costs.
