City consultant Bill Halligan told the commission that the environmental impact report (EIR) for the project analyzed air quality, biology, cultural resources, greenhouse gas emissions, hazards, hydrology, noise, transportation and other topic areas. "The EIR did identify 1 significant unavoidable adverse impact, and that was related to transportation and traffic," Halligan said, explaining that Senate Bill 743 changed CEQA traffic analysis to vehicle miles traveled (VMT) and that residential, non‑mixed use development near Lampson would increase VMT.
