Fraser extends car wash moratorium for a year while zoning is revised

Fraser City Council on Nov. 13 voted to extend the city's temporary moratorium on new car wash construction for an additional 12 months as staff finishes updates to the zoning ordinance.
City Manager Levin said the moratorium was originally imposed because of a nationwide increase in new-style car washes and the need for clear local standards on sound, lighting, size and height. Levin told council the extension is intended to let staff "be very mindful about what we are looking for, what we want in the community, and what kind of guidelines we would have for car washes."
Council Member Shornack, who moved the extension, stressed existing projects already in process would not be interrupted: "But this isn't gonna interfere with the individual who is already in the process," she said.
The motion to extend the moratorium passed by voice vote; the meeting record shows the tally as six yes and one no. Staff and council directed planning staff to prepare zoning language addressing specific standards for future proposals.
