Subcommittee agrees to carry bill on waterworks condemnation to 2027

Delegate Cole explained HB 421 seeks to narrow how lost profits are included in just compensation determinations during condemnation of waterworks systems, arguing that allowing full recovery of lost profits rewards inefficiency and makes local condemnation financially unworkable. He asked the committee to continue the bill to the 2027 session to refine the differential calculations the bill would use.
Committee members agreed to carry the measure pursuant to Rule 22; the motion to carry was moved and seconded and passed. The patron will return with revised language in a future session.
