Morrow County commissioners on April 28, 2030 approved routine business — including minutes, a batch of bills and several payments and transfers — and deferred awarding multiple roadwork contracts so the county engineer can review bids.
The board opened with an invocation and the Pledge of Allegiance before moving through procedural items. Speaker 2 introduced a consent batch of bills numbered 1 through 70, which the board approved by roll call. Commissioners also approved payments and a reimbursement from the Land Bank for an employee wage and authorized a transfer for 911-related funding; those motions passed by unanimous voice/roll call responses recorded in the minutes.
The meeting then addressed roadwork procurement. For the county’s chip seal program, Speaker 2 reported two bids: Mid Ohio at $212,736.33 and 20 20 Enterprises at $172,475.48. Speaker 1 moved to hold those bids for review by the county engineer; the motion was seconded and passed unanimously, leaving award and contract decisions to engineering review.
Commissioners also heard multiple paving bids from other firms. The amounts read into the record included $909,965.75 and $969,986.80 from two bidders and an Ohio Paving bid of $1,003,745.97. After a brief exchange to verify figures, Speaker 1 moved to hold the paving bids pending engineer review; the motion carried by roll call.
Votes at a glance - Approval of minutes (04/28/2030): motion carried (roll call recorded as Yes by the commissioners present). - Bills No. 1–70: motion carried (unanimous roll call Yes). - Payments, reimbursements and transfers (including a Land Bank reimbursement and a transfer for 911): motions carried (unanimous roll call Yes). - Chip seal bids (Mid Ohio $212,736.33; 20 20 Enterprises $172,475.48): motion to hold for engineer review carried. - Paving bids (various, including Ohio Paving $1,003,745.97): motion to hold for engineer review carried.
No awards or contract authorizations were made at the meeting; commissioners deferred final decisions pending the county engineer’s review of the bids. The board recessed for a scheduled inspection visit and later returned to complete the remainder of its agenda before adjourning.
