The Interstate Stream Commission told the Legislative Finance Committee that it is seeking both recurring and one‑time funding to modernize its operations and manage dwindling supplies on the Rio Grande. Agency leaders asked lawmakers for a special appropriation and expanded staffing to support implementation of the Texas v. New Mexico settlement and to strengthen enforcement and data systems.
