Following a closed session to discuss security devices, the board authorized the director of building & grounds to proceed with a unique, proprietary jail-lock replacement that cannot be competitively bid without larger system changes.

The Lincoln County Board moved into a closed (executive) session to discuss security devices and returned to open session with direction to proceed on a unique, proprietary lock replacement at the county jail. County counsel and jail leadership explained the current configuration requires a vendor-specific product; replacing the locks through other vendors would require significantly more system-wide replacement.
