Coldwater approves engineering contracts for road reconstruction, Western Meadows phase and $67,434 radio purchase

The Coldwater City Council on Nov. 10 approved multiple infrastructure and equipment items: a Fishback Engineering agreement to design a multi-street reconstruction project, authorization to proceed with Phase 2 design of the Western Meadows subdivision and a purchase of handheld radios for the Department of Municipal Services.
Staff described the 2026 reconstruction program for East and West Pearl, Hudson and Moore streets as a large project originally identified in a bond approved by residents in November 2024. Engineering design through Fishback Engineering (Resolution 25-97; Agreement 25-36) will include full roadway reconstruction and utility replacements, with the city's engineering fee listed at $295,000 and a BPU contribution of $100,000 for a combined engineering cost of $395,000.
The council also authorized construction drawings for Wallace Lane as Western Meadows Phase 2 to open roughly 10 additional lots; the planning and site- condominium documents were described as forthcoming to the planning commission and then back to council for final approval (Resolution 25-101; Agreement A25-37).
Separately, staff requested replacement handheld radios for the Department of Municipal Services to join the county's new dispatch radio system. Levin said the radios are budgeted for the current fiscal year and the purchase from J and K Communications was listed at $67,434.19 for 25 handheld units. Council noted an annual maintenance fee of $50 per unit to join the county-managed system.
Each item was adopted by voice vote. Staff said lead-service and water-main replacements in the project area will be coordinated during reconstruction and that design work will proceed next year.
