Commissioners table Shell Ridge Road project amid funding, right-of-entry and permitting concerns

Commissioners discussed redefinition of the Shell Ridge Road project after concerns that the project’s original FEMA-funded scope (living shoreline, road raising, large drainage works) may be too costly or face grant withdrawal. The sponsor said engineering expenses continue to accrue but uncertainties remain about environmental constraints, right-of-entry from homeowners, permit expirations and unclear right-of-way boundaries.

County staff confirmed FEMA and right-of-entry complications, and noted that changing the project scope as a FEMA project would require restarting the grant process. Commissioners discussed the option of using county road-and-bridge funds already pledged for the project to pursue a smaller in-house design, and suggested a budget workshop to explore tradeoffs and a work plan.

The sponsor amended a motion to table the item until the court can gather more information; the court voted unanimously to table. No funding decision or scope change was approved at this meeting.
