Commission approves conditional-use permits for short-term rentals at four properties

City staff presented the first request for 317 Lincoln SW, saying the owner, Kristen Murray, plans to use the property intermittently as an Airbnb. Staff told commissioners they had met with the applicant and found no opposition and therefore recommended approval. A commissioner moved to approve; the motion was seconded and carried on a roll-call vote.
Staff then presented three additional conditional-use applications for properties owned by applicants identified in the record as Kristen and Jordan at 1845 Iowa Avenue SE, 1530 Iowa Avenue SE and 155 4th Street NE. City staff said all three properties are owned by the same party and recommended approval. Commissioners moved, seconded and approved those permits.
During public forum and follow-up questioning, a commissioner asked whether the rise in applications reflected state licensing or a market shift. Staff replied that the city has received six to seven short-term rental applications recently and that some owners were unaware they needed conditional-use approval. Approved short-term rentals will be added to the city's rental-inspection list and inspected on a three-year cycle. Staff said the planning commission may consider zoning or ordinance changes if larger multi-unit vacation rentals become more common.
The permits were approved by roll call. No formal opposition from the public was recorded in the transcript. The commission adjourned the Board of Adjustments and reconvened as the City Commission to continue the meeting.
