COSAC: $6 million committed, Elkhorn Ranch due-diligence underway; Harris and Silva projects progressing

Speaker 3 noted that Harris Farms has received ground-1 approval and Silva Farms is also progressing through the process.
Committee members emphasized that county ownership of properties does not necessarily mean perpetual ownership; long-term preservation may require easements or partnerships with municipal governments (Wellsville, Smithfield, Hyde Park) to manage certain properties. Speaker 3 said final disposition and management remain to be determined. The committee agreed these projects remain works in progress and that additional administrative steps (easements, management agreements) will follow.
Separately, members noted there are roughly eight parcels recently identified as potentially pursuing COSAC funding; the committee agreed it will provide general letters of support (not funding commitments) for property owners applying to other funding sources and that Speaker 9 would draft sample language for review.
