Consultants working on the ordinance emphasized that approved systems would require operating permits, routine maintenance and coordination with local water‑system owners; systems eligible for Zone 2 would have to meet performance criteria similar to those recommended by the Division of Water Quality and the Division of Drinking Water.
Public commenters and landowners said the amendment would restore the ability to develop parcels effectively sterilized by Zone 2 constraints. Staff indicated a formal public hearing and vote are planned after additional interagency coordination and ordinance drafting.
