The applicant said the building has a commercial ground floor and a residential second floor and that converting the first floor to residential would remove the neighborhood parking pressure associated with commercial uses. "We're gonna do 2 units, 1 on the 1st Floor, 1 on the 2nd," the applicant said.
Board members questioned whether on‑site parking existed and discussed that converting commercial space to residential typically affects the parking entitlement, but staff and neighbors said the site lacks off‑street parking and the applicant proposed no new parking. After debate the board approved the amendment and variance by a 4–1 roll call vote; one member voted no. The board’s approval lets the applicant proceed with plans for two residential units subject to any building permits and inspections.
