Fond du Lac council approves routine license changes, festival alcohol waiver and boat-launch grant application

FOND DU LAC, Wis. — At its Jan. 28 meeting the Fond du Lac City Council approved a set of routine business items, including two changes of agent for off-premises Class A licenses, a special-event alcohol waiver for the Sturgeon Spectacular and authorization to apply for a state boating-facilities grant.
City Clerk Ms. Hefter presented Action Item A, a change of agent for Ultra Mart Foods LLC’s Pick and Save store No. 472, naming Dan Palug as the proposed agent. "This is a standard agent change for Class A off premises license for Pick and Save," Ms. Hefter said, adding staff completed background checks and recommended approval. Councilmember Godfrey moved the item and Councilmember Leering seconded; the council approved it unanimously.
Action Item B was a similar agent change for Kwik Trip Inc. (Kwik Trip No. 486), naming Sharon Rowett Johnson as the proposed agent at 1061 E. Johnson St. Ms. Hefter said background checks were completed and staff recommended approval; the council again approved the change unanimously after a motion by Councilmember Godfrey and a second by Councilmember Leering.
The council also approved Resolution 9209 to waive the prohibition on possessing alcoholic beverages on specified public ways for the Sturgeon Spectacular festival, scheduled Feb. 13–15, 2026. Ms. Hefter said the waiver would permit alcohol consumption on a portion of Sheboygan Street during the festival but that "no glass containers or carry ins will be allowed in the designated area." Councilmember Godfrey moved the resolution; Councilmember Mullen seconded. The measure passed unanimously.
Finally, the council authorized staff to submit an application for a Department of Natural Resources recreational boating facilities grant through Resolution 9220 to fund sealing and crack-filling work on the boat-launch parking lots at Mohawk Avenue and Harborview Drive. Public Works Director Mr. DeVries said the city has used the DNR grant program before and recommended applying; he noted the city has included the work in its Capital Improvement Program and will use CIP funds if the grant is not awarded. "We've used this DNR grant program before," Mr. DeVries said. Councilmember Godfrey moved the resolution and Councilmember Mullen seconded; the council approved it unanimously.
