Havre de Grace council hears hazard-mitigation progress report; approves revised Veterans Day parade route

Havre de Grace — City staff read a written progress report on hazard mitigation and stormwater projects and the council approved a changed route for the Veterans Day parade at Monday’s meeting.
Director of Administration Dr. Chris Ritchie read a CRS Activity 5/10 progress report prepared by Marissa Willis (CFM, CRS coordinator, Department of Planning) and updated by the Department of Public Works. The packet references the Harford County Hazard Mitigation Plan (originally adopted Oct. 22, 2022) and lists four mitigation goals for Havre de Grace: reduce flood losses; protect infrastructure, water and wastewater systems; educate and inform the public; and carry out priority stormwater projects.
Ritchie noted the city's floodplain ordinance and FEMA mapping were updated with an effective date of April 19, 2016, and incorporate a two-foot freeboard requirement. He reported water- and wastewater-related upgrades including new SCADA cameras at city facilities and recent pretreatment and control system upgrades at the water treatment plant. Ritchie also described planned stormwater work, including engineered plans for a wetland enhancement and step-pool design in the Veil Run area and completed retrofits such as a pond retrofit and partial stream restoration at Lily Run and shoreline and native plantings at Concord Point Pond.
Separately, Ritchie said the annual Veterans Day parade (Nov. 11, 11 a.m.–11:30 a.m.) will not use Washington Street this year because of construction and will instead proceed on Saint John Street from Hutchins Park to the American Legion; the council approved the route (6-0) after clarifying the end point.
Copies of the County Hazard Mitigation Plan were noted as available at the Harford County Department of Emergency Services and municipal offices. City staff indicated that additional planning-commission responses and project timelines would be provided as those items move through review.
