Rome council approves routine resolutions, amends waiver of unpaid court surcharges

The Rome Common Council adopted a series of routine resolutions and approved an amended resolution to waive certain unpaid court surcharges.
Clerk-read items carried by voice vote included Resolution 22 (accepting a $2,818 donation to install a Memorial Park bench in memory of Paul Temple, MD), Resolution 23 (authorizing use of the general fund for future construction projects/capital reserve), Resolution 24 (authorizing an interfund transfer from the water fund to the general fund), and Resolution 25 (authorizing transfer of insurance-settlement money to insurance recovery). Resolutions authorizing leases with Enterprise Fleet Management for one Ford F‑250 (Resolution 26) and four Dodge Durangos (Resolution 27) were also carried.
Councilor Riley asked for clarification about Resolution 28, which would waive unpaid surcharges on Rome City Court cases. A city representative explained the court asked the mayor's office to review outstanding surcharges that are unlikely to be collected (for example, when individuals are unhoused, indigent or deceased), and that waiving some surcharges helps clear congested dockets and outstanding warrants. Councilor Dursley moved to replace the legislation's attachment with an updated surcharge list (2014 to present); the amendment was seconded, carried, and the amended Resolution 28 was carried.
Resolution 29 (to reopen section 384‑d pursuant to chapter 538, laws of 2025) was moved and carried; Commissioner Ben White had urged support earlier to correct a retirement-plan placement error for Sergeant Hogue. Several items were carried with little debate by voice vote.
