The Forsyth County Board of Commissioners unanimously approved a text amendment to the Unified Development Ordinances (UDO) to update references to the Forward 2045 comprehensive plan.
Chris Murphy, Planning and Development Services director, told the board the amendment will replace older references to Legacy 2030 with Forward 2045, remove legacy activity‑center categories such as “Metro” and “Community,” and add a Forward 2045 definition so the comprehensive plan and development regulations use consistent terminology. "This is a text amendment proposed by Planning and Development Services staff aimed at changing the UDO to reflect the proper references for our new comprehensive plan," Murphy said. He added the planning board heard no speakers in opposition and voted unanimously to recommend approval. The city council had already adopted the same changes in December.
After the public‑hearing portion produced no speakers for or against the amendment, Vice Chair Wisenhunt moved to approve the text amendment and Commissioner Vessin seconded. The clerk conducted a roll‑call vote; all commissioners voted yes and the motion carried unanimously.
The amendment updates statutory cross‑references used throughout the UDO to align county development regulations with the jointly adopted Forward 2045 plan for Winston‑Salem and Forsyth County. The board did not record any conditions or amendments to the text amendment during the hearing.
The approval concludes the county’s formal update to policy language that planners said had not kept pace with the comprehensive‑plan name and area‑plan nomenclature changes.
