Lititz Borough adopts consent‑agenda option, repeals small bicycle and plumber fees

Lititz Borough Council on Jan. 7 voted to adopt Resolution 10‑23, establishing the use of a consent agenda to expedite routine, noncontroversial items, and also adopted Resolution 10‑24 to repeal two low‑revenue fees: a $2 bicycle registration fee and a $25 annual plumber’s license.

President Hain read the intent of the consent‑agenda resolution, explaining it is intended to “expedite the public business and provide additional time for deliberation by council on matters requiring such deliberation.” Council discussed procedural safeguards: a member noted the public may request a council member to pull an item for discussion, and several members recommended listing addresses or event dates in consent‑agenda listings to preserve transparency for items such as handicap‑parking applications and special events.

During discussion of Resolution 10‑24, council said the bicycle registration fee historically brought in negligible revenue and the plumber’s annual license duplicates oversight now handled by the borough’s permitting process. One staff member noted only about one bicycle registration appeared in the budget record in recent years.

Council approved both resolutions by voice vote. Under the new consent‑agenda practice, staff confirmed the Souder Egg Run is scheduled for April 25, 2026, and that a handicap parking request for 21 South Spruce Street would relocate an existing space rather than add a new one. Council also approved the consent agenda and related budgeted capital purchases (public works bucket truck, police capital items) after confirming procurement requirements will be met in the purchasing process.
