Staff reported the parishwide wastewater master plan (consultant Greenbrier) is assessing conditions and prioritizing projects, and said Village East wastewater work is among 28 CDBG‑DR Bridal recovery projects; staff also previewed a Main Street Complete Streets survey and a facade improvement grant program for eligible commercial properties.
Planning staff updated the commission on several ongoing planning and recovery projects on Jan. 15.
Wastewater master plan: Staff said the parishwide wastewater master plan is being prepared by consultant Greenbrier; the team includes a representative from Pollution Control (Al Lebron). The study will assess existing conditions, identify critical areas for expansion, prioritize projects and provide a project dashboard showing budgets, spending and status. Staff noted the study may identify sites for phased implementation, but available implementation funds at the end of the master plan will not be sufficient for parish‑wide sewer construction.
Village East and CDBG‑DR: Pulaski said Village East wastewater master planning is one of 28 CDBG‑DR Bridal recovery projects and that work on a Village East master plan is underway. He noted CDBG‑DR money must be spent and closed by Nov. 14, 2027, which will shape the project timeline.
Main Street and facade grants: Staff circulated a flyer and online survey for a Main Street Complete Streets improvement project along Main Street (St. Charles to Howard Avenue and the downtown core). Consultants will interview and survey commercial property owners about eligible improvements. Staff also described a facade improvement grant program for commercial properties and eligible fraternal organizations to fund exterior improvements (no local match required); interior and roof work are ineligible.
Training reminders: Staff reminded commissioners to complete required ethics and harassment training for 2025 and indicated planning‑commission training opportunities will be arranged regionally if enough participants sign up.
