SEO user group: December 911 network metrics met tariff thresholds; vendor documentation, activations and ECAT rollout remain work in progress

Summary
At the Jan. 28 meeting, the group's status report showed December network- and voice-quality metrics met tariff requirements but raised open items: a vendor declined to provide Estes Park microwave documentation, about 47% of new circuits are installed with activations planned in Feb–Mar, and several PSAPs still need ECATs and CJIS survey responses.
Tracy, who led the status report at the Jan. 28 SEO user group meeting, told members that the network met the tariff’s measured thresholds for December and that per-PSAP voice-quality scores met the target of 4.0 or higher.
On specific metrics, Tracy reported packet loss remained below the 0.5% threshold and jitter measurements were within the reporting target (measured in microseconds and displayed relative to a <=20 millisecond threshold). She said the NOC is investigating a disparity in performance marks between Denver and Miami but has not yet identified a definitive cause.
Tracy raised several operational items that remain open. Vendor-provided documentation for the microwave diversity solution in Estes Park has not been produced; Tracy said the vendor has declined to provide the requested address/diversity details and she will arrange a follow-up call with engineers, vendor contacts and local PSAP representatives.
On circuit delivery, Tracy said about 47% of the planned circuits are installed and noted vendor installs were approved for sites in Lamar and a Josephine Street location in Denver. Castle Rock’s activation completed recently without downtime; further activations are planned in February and March, after which older circuits will be processed for disconnect.
Tracy also reported improved throughput on ECAPS/ECATS ticketing and said several locations still are not using ECATs; recent equipment deliveries enabled setups for Logan and Sterling. She asked PSAPs to confirm ECAT status and to request assistance to connect Intrado if needed. On a compliance note, the CJIS requirements survey has received 34 responses so far and Tracy encouraged PSAPs to return outstanding surveys.
Next steps: Tracy will schedule follow-up calls to resolve the Estes Park documentation issue, continue to push NOC analysis of the Denver/Miami discrepancy, publish circuit activation dates as they are confirmed, and follow up by email with PSAPs on outstanding ECAPS tickets and CJIS survey responses.
