Committee votes to remove certified-mail requirement for tenant notices, citing delivery problems

House Bill 2664, which would remove a certified-mail delivery requirement for unlawful detainer and related tenant notices, was reported out of the Housing Committee on Jan. 29 by voice vote.
Representative Connors explained that the bill fixes an unintended consequence from last year’s change that had required certified mail for certain notices. She said an affordable housing provider reported roughly 90% of those certified-mail notices were returned undeliverable because tenants did not pick up packages at the post office or lacked time to do so. Connors said HB2664 restores the prior options, allowing first-class mail plus the other delivery methods previously available.
Committee members praised the collaborative work among sponsors and staff to correct the problem. The committee took a voice vote and the chair announced that House Bill 2664 was reported out of committee with a due-pass recommendation. The substitute will advance to the House for further consideration.
