Committee moves three transportation bills forward after executive session
Summary

Substitute House Bill 2323, which establishes the Blue Envelope program to improve communication between neurodiverse individuals and officers during traffic stops and includes two adopted amendments (replacing 'neurodivergent' with 'neurodiverse' and allowing a Department of Licensing web page and use of public/private resources), was reported out of committee on a voice vote with a clerk tally of 28 aye, 0 nay, 1 excused.
Committee leadership said they would return the bills to full committee calendars and staff would prepare the appropriate floor files and fiscal notes where needed.
