Bill would extend deadline to form public facilities districts for regional aquatic centers

Jan 28, 2026

HB 2530 would change the deadline to form a public facilities district for regional aquatics and sports facilities to 2028-07-01 (or remove it in some versions). Local officials from Olympia, Tumwater and partner jurisdictions urged the extension to allow time for collaboration and voter consideration; committee took testimony and closed the hearing.

The full story

House Bill 2530 would change the deadline for creating a second public facilities district (PFD) that can fund regional aquatics and sports facilities, including community pools, from its current July 1 deadline to July 1, 2028. Committee staff explained that the PFD type relevant to this bill is formed by agreement among contiguous cities (and potentially a county) and must generally be supported by a feasibility study and local agreement.
