San Rafael council adopts 2024 General Plan progress report, directs staff to submit housing data to state
The City Council unanimously accepted the 2024 General Plan and housing-element annual progress report, highlighting a large entitlement pipeline (440 submissions; 227 entitled in 2024), the Northgate correction to 1,422 units, ADU counts and new temporary-encampment funding. Council directed staff to transmit the report to the California Department of Housing and Community Development.
