Steven Perera, director of technology services, said the county will secure consistent pricing across six years and that the first flyover is expected in late February or early March 2026. The contract totals $302,400, paid at $50,400 annually from the department’s contracted services account.
Lionel Soule, GIS supervisor, emphasized that "when people think about GIS ... it's just maps, and that is totally false," explaining that modern GIS provides integrated spatial analysis used in permitting, planning and public safety dispatch. Christopher Sperling (Historic Preservation Planner) described routine uses including evaluating ground cover, measuring structure heights and verifying property data.
The board approved the resolution authorizing the county administrator to sign the agreement. Staff said higher resolution imagery (1‑inch in core/town areas; 3‑inch in rural areas) will support new analysis and public‑facing tools, and the county will conduct outreach to departments and residents about the expanded capabilities.
